having trouble with the elastic in the o/s pocket diaper

I made a pocket diaper and I tested it out on my son and the elastic in the leg just doesn't seem tight enough. I am not sure what I am doing wrong. The instructions on the pattern aren't very detailed. Can someone just walk me through exactly how i should be doing the elastic. Thanks so much.
